The Pool Candy pedal pool lounger is basically where a paddleboat meets a pool chair. You lounge in the seat portion, while using the built-in bike pedal style footrests to propel a four-sided paddle. There is no motor, and all movement is provided by human power.
The appeal is that unlike a regular pool lounge chair, you can get a workout in by paddling around your pool. It also helps me reach my drink pitcher I left on the other side without having to doggy paddle or get out.

Largely, I think the pros far outweigh the cons of this pedal pool lounger. If you’re in the market for something you’ll use for light exercise, then the lack of a motor isn’t going to deter you. Once it’s blown up, it should be good to go all season long.
